Billy helps host a peace conference in Angel Grove.
Kimberly and Tommy are inside the Youth Center. The Youth Center is hosting the first annual world teen summit. There is a lot of activity as everything is being set up. Tommy: I just can't believe this really is coming together. Kimberly: I know. Tommy: Billy is hosting this incredible event. Kimberly: This is so cool. To have students from all over the world just talking about global events. Ernie had walked in with a statue and placed it on the table where Billy and six delegates sat. Aisha, Adam, and Rocky walked in and headed over to Kimberly and Tommy. They were all every excited. Ernie announced that it was time to begin. Billy stood up and thanked Angel Grove High School's art class for the statue. Billy then introduced the six teen delegates from around the world, including Tamara, the head chairperson. Tamara thanked everyone and planned to enjoy her time in their beautiful city. Billy told the audience how the six delegates would be talking to teens in Angel Grove, and three would be selected to go to Switzerland with them. Bulk & Skull walk in during the conference and are not too impressed, until Bulk gets an idea. Bulk believes the six delegates are actually the Power Rangers.
Lord Zedd, inside his palace, has been watching the world teen summit. This gives Lord Zedd an idea. Lord Zedd decides the six teens at the summit would make great power teens for him. Squatt and Baboo agree with Lord Zedd's idea.
Tommy, Rocky, and Adam take some of the teen delegates out to the park. There they show each other their karate moves.
Inside his palace, Lord Zedd is very pleased. Lord Zedd has Goldar send down the putties to distract the three Rangers in the park. Then Goldar, Baboo, and Squatt are to capture the teen delegates and keep them in a cave. Back in the park, everyone is enjoying themselves. Rock, Adam, and Tommy continued to show their karate moves to the delegates. Billy and Tamara are enjoying each other's company. Aisha and Kimberly are sitting together enjoying the day. Several putties arrive. Tamara spots them before Billy. Billy tells Tamara to run to the Youth Center, which she does. Kimberly, Aisha, and Billy joined Tommy, Rocky, and Adam who are in front of the delegates. They tell the delegates to hide. The six teens then battle the putties. The teen delegates move away, but they are quickly captured by Goldar and several more putties. Aisha, Kimberly, Adam, Billy, Rocky, and Tommy destroy the putties. They look around and realize the teen delegates are gone. The six teens decide to search for them. Elsewhere, Goldar, Baboo, Squatt, and several putties lead the teen delegates inside a cave. Close by his Bulk & Skull who have followed them. Bulk & Skull are anxious to see the teen delegates morph, but so far nothing. In the park, Kimberly, Adam, Billy, Rocky, Tommy, and Aisha have had no luck finding the delegates. Rocky, Adam, and Aisha leave for the Youth Center in hopes of finding them with Tamara. A rolled piece of paper floats down to Kimberly, Billy, and Tommy. It is a message from Lord Zedd. Lord Zedd will release the delegates in exchange for the power coins. Billy, Tommy, and Kimberly immediately teleport to the Command Center. The viewing globe shows that the delegates are okay. Meanwhile, Goldar reports back to Lord Zedd that their plan is working. Lord Zedd wants Goldar to go back to the cave and be there when the Rangers arrive. Outside the cave, Bulk & Skull climb lower to get a better look at what is going on. Back at the Command Center, Alpha 5 contacts Jason, Trini, and Zack to let them know of the situation. The three teens leave the Youth Center to join the rest of the Rangers. Goldar is waiting outside the cave when the Power Rangers arrive. White Ranger gives Goldar the case with the power coins and asks for the delegates to be released. Goldar laughs at the Rangers. Goldar has what he wants, why should he release the delegates.
The Rangers are amused as well. The box of "power coins" is not the real thing. Goldar is not amused any longer. Goldar summons several putties. The Rangers battled the putties and Goldar. During the battle, the box of "power coins" is left on the ground. Goldar retreats with a few of the putties. The Rangers enter the cave where the delegates are held and rescue them. They all leave the cave together. The Rangers are surprised that the delegates know they are Power Rangers and are known in other parts of the world. After they all leave, Bulk & Skull fall out of their hiding place. Bulk is stunned when he discovers the box of "power coins". Skull takes a look at one of the coins and then begins nibbling on it. Skull tells Bulk the "power coins" are really chocolate. Bulk is disappointed until Skull tells him it's really good chocolate and Bulk takes a bite. Goldar returns to the palace and Lord Zedd is furious with his failure. Lord Zedd then turns the four headed statue into a four head headed monster. The Rangers return the delegates to the Youth Center. Outside waiting are Aisha, Adam, and Rocky. They were confident the Rangers could do it. White Ranger asks them to keep an eye on the delegates for them. Which is no problem for the three friends. Inside the Command Center, the alarm has gone off. Alpha 5 checks and the four headed monster is attacking. Zordon contacts the Rangers, it's time for them to go into action. The Rangers quickly leave. The Rangers face the four headed monster. The Rangers form their Power Blaster and fire at the four headed monster. The four headed monster is defeated, but not for long as Lord Zedd revives him and makes him giant size. The Rangers form their two Megazords. The Rangers battle the four headed monster and it is a difficult battle. The Megazords end up on the ground hurt. In the Command Center, Alpha 5 is concern. Zordon reminds him to send out Tor, the Shuttlezord. Tor has the ability to heal the Megazords. Tor is sent in. Tor goes into battle and the four headed monster knocks him on his back. Tor can't get turned around and the Megazord comes to his aid. Tor heals the Megazord. Tor and the Megazord combine to form the Thunder Ultrazord. With the Thunder Ultrazord, the four headed monster is destroyed.
The Annual World Teen Summit continues in the Youth Center. The four headed statue is back. Kimberly, Tommy, Rocky, Aisha, and Adam all sit in the audience. Aisha, Adam, and Rocky tell Tommy and Kimberly how they hadn't realize how much work goes into being a Power Ranger. The meeting begins. Each delegate speaks and has a positive statement to make. Billy concludes the successful meeting to the applause of the audience.
